"Very well, bring it forward." Gaozong looked at Li Hong with approval and waved his hand. A young eunuch scurried down the steps, took the memorial, and presented it to the Emperor. Gaozong opened it unhurriedly, read it with apparent seriousness, stroked his long beard, and waved his hand. "Proclaim it!"
